Can Homeschoolers Play Public School Sports in Vermont?

What the rule says

A home study student is eligible to participate in, or try out for where selection is competitive, one or more co-curricular or extracurricular activities. Must meet VPA insurance, physical exam, age and transfer requirements on the same basis as enrolled students. Where space is limited, preference MAY be given to full-time enrolled students; space-based denials must be reported to the Department of Education.
