Annual Assessment (New York)
What New York's annual homeschool assessment requires and how to choose your assessment method.

New York requires an annual assessment of each homeschooled student's progress, due by June 30 each year. You can choose between standardized testing or an alternative evaluation method.
Assessment options
Option 1: Standardized testing
Required at specific grade intervals:
- Grades 1–3: No test required (but you can choose to test)
- Grade 4: Test required
- Grades 5–6: No test required
- Grade 6: Test required (in the second and third years, alternating)
- Grade 8: Test required
- Every other year in grades 4–8 after the first test
The student must score at or above the 33rd percentile. Approved tests include the Iowa Test of Basic Skills, Stanford Achievement Test, California Achievement Test, and others approved by your district.
Option 2: Written narrative evaluation
A certified teacher (or other qualified person approved by your district) reviews your child's work and writes a narrative evaluation. This is an alternative to standardized testing and is accepted every year.
Option 3: Peer review panel
Some districts accept a peer review panel assessment. Check with your local district for specifics.
Steps to complete
- Choose your assessment method — decide between testing and narrative evaluation.
- For standardized testing: Register with an approved testing site. Many homeschool groups organize group testing sessions.
- For narrative evaluation: Arrange for a certified teacher to review your child's portfolio and write the evaluation.
- Submit results to your school district superintendent by June 30.
- Keep a copy for your records — you'll reference it in your next year's IHIP.
What happens if the student doesn't meet requirements?
If a student scores below the 33rd percentile on a standardized test, the district may place the student on probation. You'll have one year to show improvement before further action is taken.
